Press Release: Independent Commission of Enquiry holds third meeting

The Independent Commission of Enquiry (ICOE) held their third meeting from 5 to 7 October 2018, in Myanmar.
The Commission met with U Myint Swe, Vice President of the Republic of the Union of Myanmar and Chairman of the Investigation Commission for Maungdaw in Rakhine State (Maungdaw Investigation Commission 2016) and Major General Tun Tun Nyi, Directorate of Public Relations and Psychological Warfare. ICOE had a working session with U Tun Myat, former member of Maungdaw Investigation Commission in Rakhine State and member of Advisory Board to the Committee for Implementation of the Recommendation on Rakhine State.
During these dialogues, ICOE learned about the experiences and work of the Maungdaw Investigation Commission 2016 which may have relevance to the work of ICOE. ICOE was appreciative of the openness and willingness to cooperate and collaborate by sharing detailed information and reports of investigations done by the Military and the Maungdaw Investigation Commission 2016. There were candid discussions on the efforts done by the Government to facilitate the repatriation of those who have fled to Bangladesh from as early as November 2017.
The Members of ICOE discussed and agreed on their proposed methodology for investigating the allegations of human rights violation and related issues following the terrorist attacks in Rakhine State. They exchanged views on the key points and issues that ought to be examined. ICOE will start initial steps to gather and analyse information and evidence by setting up a sub-committee. They also discussed the need for external experts in such areas as information and communication; legal, forensic and criminal investigation.
The fourth meeting of ICOE is scheduled for December 2018.
