All stakeholders responsive and effective in democratization

The greatest national endeavor of the government is to resolve one of the world’s longest-running civil wars. Towards this end, it has made the peace process our priority, initiating a dialogue open to all armed ethnic groups. Since the Second Meeting of the Union Peace Conference—21st Century Panglong will take place in the month of March 2017, terms and conditions of the Nationwide Ceasefire Agreement (NCA) should be respected both in spirit and in letter.
The NCA is the first step not only towards peace, but towards the establishment of the long hoped for Democratic Federal Union. Some organizations have already signed the NCA, but there are also those that for various reasons have not yet signed. As future political dialogues need to be based on the NCA, the government has been making every effort to ensure the participation of the non-signatories, emphasizing the fact that national reconciliation is the concern of all Union citizens.
Since its inception it has been the aim of the NLD-led government to hold political negotiations based on the Panglong spirit and the principles of finding solutions through the guarantee of equal rights, mutual respect, and mutual confidence between all ethnic nationalities. The government will not abdicate its responsibility to bring together all ethnic nationalities and has been quick to quash any speculations over unequal treatment towards any ethnic nationality.
So long as we are unable to achieve national reconciliation and national unity, we will never be able to establish a sustainable and durable peaceful Union. Only when our country is at peace will we be able to stand on equal footing with other countries in our region and countries all over the world.
To resolve the political problems that lie at the root of our armed conflicts, the most crucial element is to work together with mutual understanding and trust, to seek solutions. Democratic change does not happen overnight but it is truly a hard-fought process. Realizing this, all national brethren need to exercise considerable restraint with Panglong
spirit and focus on resolving the problems, rather than
inflating them to ensure that all stakeholders are responsive and play an effective role in the democratization process.
